Serving on Boards and Commissions
The Bowie City Council appoints citizens to serve on advisory boards and commissions.  Citizen involvement is important to setting the direction for Bowie' future.  

The appointed citizens serve without pay on the City boards and commissions.  Members must take an oath of office and serve in the interest of public service to the Bowie community.  In most cases board members may serve no more than two consecutive terms on a board and may serve on only one City board at a time.  Each board or commission is responsible for electing its own chairperson and other officers.

Meeting notices and agendas for City appointed boards and commissions are posted at City Hall, 304 Lindsey Street, at least 72 hours prior to the applicable meeting.  Most boards and commissions meet at the Municipal Annex, 205 Walnut, Suite A, but other locations are also utilized.  Specific meeting locations will be noted on the posted agendas.

Here is a brief overview of the duties for each board or commission:

Airport Board
The Airport Board is composed of nine members.  The board meets on an as needed basis.

Board of Adjustment and Appeals
The Board of Adjustment and Appeals is composed of nine members.  The board meets at the Municipal Annex once per month.

Bowie Water Supply District
The Bowie Water Supply District Board is composed of five members.  

City Auditorium Advisory Board

The City Auditorium Advisory Board is composed of five members.  The board meets at least quarterly to review and approve the use of the 3% local Hotel Occupancy Tax dedicated for City Auditorium maintenance and renovation, as well as to formulate policies for the building's use.  This group recommends any additional actions or related projects to the City Council as needed.

Hotel/Motel Tax Advisory Board
The Hotel/Motel Board is composed of five members.  The board meets at least annually to review the local Hotel Occupancy Tax (7%) revenues that are collected and to audit how these funds are expended.  This group reports its findings annually to the City Council, and can also offer suggestions for improvements or changes.  Currently, 3% of the local Hotel Occupancy Tax is dedicated to a Civic Center fund, 3% is dedicated to a City Auditorium fund, and 1% is managed under contract by the Bowie Chamber of Commerce for use in tourism marketing.

Parks Board
The Parks Board is composed of six members. This Board makes recommendations to the City Council on park and recreation issues. The Parks Board serves in an advisory capacity concerning the acquisition, maintenance, operation and use of parks and open spaces within the city.  The board typically meets on an as needed basis.

Planning and Zoning Commission (P&Z)
The Planning and Zoning Commission is composed of five members.  The Planning and Zoning Commission makes recommendations to the City Council on rezoning requests, platting and subdivision of land within and in the ETJ of the City, changes to the Subdivision Regulations, requests for variances, special exceptions, and changes and appeals to the Land Use Regulations. The commission also makes recommendations to the City Council on matters relating to the Comprehensive Plan and changes thereto.  The commission's regularly scheduled meeting is the third Thursday of each month at 5:30 p.m. at the Municipal Annex.  Additional meetings may be called as necessary.

Library Board
The Library Board is composed of seven members. The board meets on the 3rd Monday at 4:00 p.m.  

4A Sales Tax Board--Bowie Economic Development Corporation
The Bowie Economic Development Corporation (Bowie EDC) is a non-profit corporation whose purpose is to promote, assist and enhance economic development.  This corporation has a five-person board of directors that administers the use of Bowie’s 4A Economic Development Sales Tax monies to retain, expand and recruit primary jobs to Bowie and Montague County.  Bowie EDC resources are available for customized research, technical assistance, and development incentive packages.  This board meets a minimum of four times a year.

4B Sales Tax Corporation Board
Bowie also has the benefit of having 4B Economic Development Sales Tax monies to assist with economic development.  The Bowie 4B Sales Tax Corporation is the non-profit corporation that administers these resources.  The primary use of these economic development funds has been to build and maintain a $2.1 million branch campus of North Central Texas College in Bowie. The 4B Board is composed of seven members, and they meet a minimum of four times a year.

Qualification for Appointment:

The City of Bowie's Home Rule Charter establishes certain qualifications that must be met by all members of city boards, commissions and committees:

  • A registered voter of the City.

  • Shall not be in arrears in the payment of any taxes or liability due the City.
