The City of Bowie operates under the Council-Manager form of municipal government. With this structure, the City Council and Mayor are elected by the citizens, and the Council and Mayor hire a professional administrator, known as the City Manager. The City Manager executes council policy and manages the day-to-day operations of the City.
There are seven members on the Bowie City Council: one Mayor and six Council members. The entire Council is elected at-large by the voters of the City. Each member serves a staggered, two-year term. Thus, three of the members are voted on one year, with the remaining members, including the Mayor, elected the following year. Term limits are in place, which means the Mayor and Council members may serve in their respective seat for a maximum of six years, or three consecutive terms. Regular City council elections are held on the second Saturday in May.
The public is invited to attend all City Council Meetings. The City Council meets the 1st and 3rd Tuesday of each month at 6:00 p.m. in the City Council Chambers at the Municipal Annex, 205 Walnut Street, Suite A. Throughout the year there are some cancelled meetings, as well as special meetings and workshops, so be sure to check ahead of time. All City Council meeting notices and agendas are posted at City Hall, 304 Lindsey Street, at least 72 hours prior to meetings, as well as on this website.
The City Council operates under the City Charter adopted by the citizens of Bowie. The Council is responsible for establishing city policies, considering city ordinances and resolutions, establishing the annual budget to provide services to the public, setting the city tax rate and water and wastewater rates for Bowie, and approving or rejecting zoning changes.
