The City of Bowie is a Home Rule city with a Council-Manager form of government. The City Council consists of a Mayor and six Council members who are elected at-large by majority vote. All members of the council will be elected at-large, two (2) being selected from each of three (3) precincts. One (1) councilperson from each precinct will be elected each year for a two-year term. The mayor will be elected each odd-numbered year. The members of the council, including the mayor, shall each have terms consisting of two (2) years, with a limit of three (3) consecutive terms (six (6) years). Council members must reside in the precinct from which they are elected, for the length of time they are in office. The City of Bowie holds the General Election each year on the second Saturday in May. From time to time a Special Election may be required to fill a vacancy of a Council member that has resigned. The City Charter provides that the term of office for mayor and Council members is six years with term limits of three consecutive terms.
